The Housing Association committed to purchasing the site and commissioned a full design and appointment of a Contractor. As part of this a phase 2 site investigation was carried out – however upon commencement of the work and discharge of the Planning Conditions, Powys CC queried whether the Contamination Report was sufficiently comprehensive and insisted on further detailed contamination monitoring and testing – this process delayed commencement for twelve months.

 

Structural Concept - load bearing steel frame with suspended pre cast concrete used at first and second floor – we were asked consider timber framing but the loads and spans made timber inappropriate.

A culvert diverting a water course cuts across the site and lies within the surcharge zone of the foundations of the building – as no accurate records existed we mapped out position and depth of the culvert - the foundation arrangements were modified to avoid load being transferred onto the culvert. Erection of the steel frame involved negotiations and a management plan with Network Rail to eliminate the potential of the crane boom swinging onto railway tracks.
